5G Broadcast · public warning pilot

Alerts straight to your pocket even when the mobile network is down

Pocket Siren is a pilot project that tested in 2025–2026 whether 5G Broadcast, transmitted from Levira’s high broadcast masts, is suitable for public warning in Estonia. The alert reaches the smartphone with sound, vibration and a full-screen warning. No SIM card, mobile data or app is needed.

Test phone showing a 5G Broadcast emergency alert
5transmitters in the test network: Tallinn, Kristiina, Koeru, Pärnu, Järvakandi
5test days: Tallinn, Pärnu, Rakvere, at sea, shopping centres and the closing event
100%of alerts sent on the test days reached the test phones, according to device logs
~96%of the population would be within public warning coverage of a 20-site network (calibrated model)
What is Pocket Siren?

A new channel alongside national public warning

Pocket Siren does not replace SMS alerts, sirens or radio. It adds a resilient channel to them that works independently of the mobile network.

The signal is broadcast the way TV and radio are: one transmitter serves every device in the coverage area at once. The network does not congest even when everyone needs the alert at the same time. The alert goes off even in silent mode and can be targeted to a specific danger area.

Besides text, the same network can carry TV and radio, which also means maps and video. The test network currently carries ETV and Vikerraadio.

Independent of mobile networks

Works even when the mobile network is overloaded or down.

Hard to miss

Sound, vibration and a full-screen warning, with optional text-to-speech.

Location-based

The alert is shown to devices inside the danger area. In Pärnu this worked correctly in all three scenarios.

More than text

The same network can carry TV and radio, maps and video alerts.

See for yourself

Pocket Siren in action

TV, maps and alerts reach the phone straight from the broadcast mast. The phone has no SIM card and no mobile data.

The Pocket Siren app: live TV and a danger area map on the same network.
Test phones running the Pocket Siren app: all show live TV, and the alert reaches several devices at once.
The Pocket Siren demo kit: transmitter, core and test phones in one case.
Live TV in a moving car, with no SIM card or mobile data.
ETV on a phone inside an aircraft cabin.
The measurement van on the first test day, 16 July 2025: analyser and a test phone receiving the test alert.

Coverage model: 20 sites would reach ~96% of people

According to a model calibrated with the 2025 and 2026 drive tests, a 20-site network would cover about 84% of Estonia’s land area with public warning.
